Correct answer

Moscow 2009

Explanation

The show in Moscow cost 42 million dollars and was the most expensive ever. It was held in Olimpijskij, a big indoor arena which was built for the Olympic games in 1980 and holds 28,000 people. Norway won the final with the song "Fairytale", performed by Alexander Rybak. Before the final, Georgia's entry was disqualified because their song "We Don't Want Put In" with the group Stefane and 3G was seen to be political because of the pun on Putin.
