How did Willy Voet gain attention at the 1998 Tour de France?

Explanation

In 1998, Tour de France was hit by one of the biggest doping scandals in history, the so-called 'Festina affair'. Willy Voet, who worked for the Festina team, was arrested on his way into France with large amounts of doping. This led to several police razzias where doping was also found in a room belonging to the TVM team. The riders protested with a slow-walking action on the 17th stage, and some of the teams withdrew after the stage.
