What new rule was introduced in the 'King of the Mountains' competition in 2004?

Explanation

The polka dot 'King of the Mountains' jersey marks the best climber in Tour de France. In 2004, a new rule was introduced whereby points on the last climb were doubled, if the climb is at the end of the stage, and if the climb is at least category 2. The rule was introduced to make the competition more exciting and closer between riders.
